The Hydro-Agro-Meteorological Information System (SIHAM) is a digitalization initiative for meteorological and climate data under the West Africa Food System Resilience Program (FSRP), financed by the World Bank, the Global Agriculture and Food Security Program (GAFSP), and the Government of Togo.

Designed as an innovative digital platform, the SIHAM/FSRP program aims to facilitate farmers’ access to reliable climate information to support informed decision-making. 

Deployed as part of a broader approach to modernizing meteorological and climate data, and currently in its second phase, SIHAM/FSRP (2024-2026) represents a significant step forward in the production, valorization, and dissemination of this information. The program’s implementation has been carried out in partnership with IFDC, which supports the National Meteorological Agency of Togo (ANAMET) and FSRP in the design and deployment of the system. 

SIHAM effectively reaches end users, particularly in rural areas and provides agro-meteorological information, agricultural market data, and digital advisory services.

Approximately 205,000 farmers across Togo are already benefiting from this platform.

Project Objectives

  • Develop a tailored, participatory digital solution that responds to local agricultural needs. 
  • Strengthen farmers’ resilience to climate variability through improved access to reliable agro-meteorological information. 
  • Enhance the efficiency and management of agricultural resources using integrated data and decision-support tools. 
  • Build national, institutional, and technical capacity for data-driven planning and service delivery. 
  • Foster a sustainable public-private partnership framework to ensure long-term system ownership and impact. 

Through these digital tools, SIHAM/FSRP enables farmers to adapt their practices according to evolving weather conditions and market dynamics, thereby strengthening climate resilience and food security in Togo. 

Building on its experience in digital agriculture, particularly through initiatives such as the Communal Approach to Agricultural Markets in Benin (ACMA) program, IFDC provides technical assistance to the program, and through collaboration, aims to integrate information services, coordinate partner organizations, and ensure the effective dissemination of forecast information to farmers. 

Similarly, FSRP is supporting Togo’s Ministry of Agriculture, Fisheries, Animal Resources, and Food Sovereignty (MAPRASA) in strengthening institutional and technical capacities for food system resilience.

Core SIHAM/FSRP Activities 

  • Expanding multilingual outreach through text messaging in five local languages. 
  • Enhancing data sharing, quality, and coordination among national institutions. 
  • Developing and refining the SIHAM digital platform. 
  • Integrating e-extension, market, seed, input, and insurance modules. 
  • Training trainers and extension agents with the Agribusiness Cluster model. 
  • Establishing physical Digikiosk hubs for local access to digital services. 

SIHAM/FSRP is being implemented in collaboration with several keys partners, including ANAMET,  the Consulting and Technical Support Institute, the Togolese Coordination of Farmers Organizations and Agricultural Producers (CTOP), the Agricultural Input Supply and Management Center (CAGIA), the Directorate of Agricultural Production (DPA), Lorica Assurances, and the Directorate of Planning, Statistics, and Monitoring and Evaluation (DPSSE). 

Through these partnerships, SIHAM/FSRP is laying the foundation for sustainable, data-informed agricultural systems that empower farmers, improve food security, and advance national adaptation efforts in the face of climate challenges in Togo.
